The Implementation Committee of the Espoo Convention convened in Geneva in September and concluded that Ukraine continues to violate the Convention, since it didn’t stop works on the first phase of the canal, even starting the second phase.
Ukraine tried to convince the Committee that Romania is also violating the Convention, since it maintains the Sulina canal and has ongoing dredging works in the Danube Delta. Romanian delegates argued that the Sulina canal was developed before the Espoo Convention and that other works are done under international supervision in order to protect the Delta.
