A yearly report of the first registration tax - evolution, changes and solutions

For a year now, the vehicles with a maximum 3,5 tons weight are being taxed on the first registration. For 9 months now, the Government has been negotiating changes on the controversial tax with the EU.

Even more, it has been 2 months since a Romanian Court has declared the tax illegal. Soon, the Parliament might approve some new regulations concerning the first registration tax. But looking at the way things are going, there will be no final solution in the near future. Nevertheless, before letting the EU make the appropriate changes, Romanians found all sorts of methods of avoiding the tax’s payment.

The first registration tax has been in force since the first day of last year it is being calculated in accordance with three variables: the car’s age, the pollution standard (Euro 1/2/3/4) and the engine displacement. Soon after the tax was introduced, people tried to avoid it. Saying that ”the first registration tax is not in conformity with the EU’s laws“, that it is too high and that the fuel price includes taxes for any driver or vehicle, almost 8.000 petitioners asked for the tax’s abolition. Those who have already paid the tax may address the departmental Court to sue the financial administration where they have paid the tax. According to the civilian procedure, the Court will be forced to make a decision, and by the end of last year there was at least one verdict in favor of the taxpayers.
