The European Commission has identified around 4.000 air operators that should contribute to the transaction scheme of the carbon certificates called Emissions Trading Scheme (ETS) starting with 2012. Those operators will be allowed to operate on the airports in the EU only if they have the carbon certificates, which are free for 85% of the aircrafts’ emissions. For the rest of 15% of the emissions, the certificates will be charged.

The Commission’s list includes the public and private air companies that operate in the EU, aircraft producers, and even armed forces. The measure affects even the operators that operate flights from and to the European airports.

Forced by the air sector representatives, the EU’s executive has not made public to make the carbon dioxide ceiling. The International Air Transport Association (IATA) has already stated a blunt opposition to the Commission’s intention to draw an emission limit after little criterion. Its argument is that the emissions can be lowered without any efforts from the air companies and with no enormous costs from them.
