INFRASTRUCTURE INVESTMENTS, "COLLATERAL VICTIMS" OF RECORD ECONOMIC GROWTH

Professor Radu Pencea writes about side effects of the record growth boasted by the Romanian economy. As economic activity grows, head- ing towards an unbelievable rate of 9% per annum, a number of resources get overused, an example being the transport infrastructure, whose failure becomes every day more evident.
Prof. Pencea admits that political factors finally appear to have under- stood that economic growth without major investments in manufactur- ing won’t last, and, after Romania lost to other neighboring countries the race to attract foreign capital - see Mercedes factory case in Hungary - it have been decided to give due attention to infrastructure. For several years, central and local authorities have made all sorts of projects designed to solve the problems of agricultural infrastructure, environment, but especially transport. Lately, money for most of these projects have been found, either from the national budget or from funds allocated by the Community in Brussels.

 

But besides roads, other resources are becoming scarce, and one is especially important when it comes to infrastructure works - construc- tion workers. We now have money, but no arms to build roads, rail- ways, ports and airports, so a crash professional training programme is needed, thinks Prof. Pencea.
