Romanian Transport Operators Federation (in short, FORT) and the National Union of Road Transporters in Romania (in short, UNTRR) protested last month against a badly written order of the Transport Minister, wrongly applied by the Romanian Road Authority (in short, ARR). Signed by the former Minister, Radu Berceanu, the incrimined order forces mid-sized commercial vehicles drivers to obtain an attestation from ARR, the latter being entitled to fine those who don’t comply.
Transporters’ representatives state that the order omitted an important element: the time needed for training and evaluating drivers in order to obtain the attestation. Without a time-out needed by drivers in order to obtain attestation, ARR’s fines are considered abusive by FORT and UNTRR, both of which asked the Ministry to modify the order.
