SLOW RACE FOR EUROPEAN FUNDING

A year after the approval of the Sectorial Operational Programme Transport (POS-T for short in Romanian), one still cannot talk about visible results. The main justification: the lack of necessary personnel, with expertise in the preparation and development of the European funded projects.

An explanation for the delay in initiating the projects is the dominance of national companies and Government departments amongst the beneficiaries of POS-T financing. Funds are provided especially for the National Highways and National Roads Company in Romania (CNADNR, in Romanian), The National Railways Company (CFR Infrastructure), and river and port administrations, and airport administrations. All these public sector units may opt for the first funds for technical assistance in preparing projects and then to seek money to begin actual work on highways, railways, ports and airports.

No private entities are among potential applicants of POS-T financing because of strict European rules regarding state aid. The notable exception is the promotion of combined transport, one of the major fields for intervention, called “Modernization of transport sector in order to improve environmental protection, human health and safety of passengers”.
