According to the proposal, the railway transport field has been under financed for years, the infrastructure being in an extremely poor condition and the liabilities very high. Lack of investments determined the existence of hundred of points with restrictions and limitations of speed currently scattered on the entire railway network.
The regulation aims to help CFR SA, and argues that without a large capital infusion the problems will get worse. While the resources needed to surpass the crisis are scarce and hard to find, the obvious choice is to get money from the budget, through a social subsidy for railroads. Over the next five years, the badly needed subsidies will be, on average, in the amount of one billion lei (some 300 million euro).
