The obligation, called the Bunkers Convention, appears in one of the legislative initiative from the Ministry of Transports, released on June 5th.
The Convention applies in case of damages brought about by hydrocarbon pollution from the ships on the states territory, including in the territorial sea and in the exclusive economical area. The Convention’s implementation in Romania, from November 21st is due to the high risk implied from the Romanian ships. Additionally, the low response capacity in case of pollution needs an international compensation support.
