2009 was pinpointed as uncertain, because of the economic recession. Consequently, this year is associated with increased tax burden, as the authorities will have to face budget challenges agreed with the International Monetary Fund.

In this context, the legislative changes proposed last month would intricate the fiscal legislative labyrinth in 2010. The Ministry of Public Finance has drawn some measures to face the “budget challenges” this year: the minimum tax removal, flat tax alteration or charging the earnings higher than 500,000 euros. Thus, the Ministry of Public Finance announced that it intended to amend the Tax Code in the following two months, with the main objective in regulating the areas with tax evasion issues.

"We will issue an order amending the Tax Code and then we will republic the law text we all the changes in recent years. We are interested primarily in the tax evasion areas, announced the Finance Minister Sebastian Vladescu. Tax Code has not been republished since 2003, and since then has undergone many changes.
