He gives some points to be comparatively considered: while in most of the EU's states the main issue remains the inland waterways and railways infrastructure development, in Romania the road and airport infrastructure improvement must also be stressed. But the lack of money will always be an impediment for the authorities to take action.
To begin with, road infrastructure places Romania on the last position in Europe, in terms of road density. Secondly, the railways network is not ready to be integrated in the EU interoperable network, not to mention its poor maintenance.
Even more, the inland waterways infrastructure owes its precarious condition not only to the capricious climatic conditions, but also to the lack of a unitary conception set with the authorities in the environment, energy and agriculture fields.
As Professor Pencea emphasized, there are some advantages to be derived from a better infrastructure, which would support Romania's development, in all the economical fields: tourism, agriculture, trade etc
To conclude, the transport infrastructure improvement is the key to Romania's integration into the European economical area. And to attain this performance, a substantial financing from the local and state budgets, together with the full usage of European funds are needed.
