The Department for Homeland Security – DHS of the Washington administration announced that they would postpone putting in practice the legislation regarding the pre-dispatching scanning. At the beginning, the regulations aimed the containers whose destinations were the USA ports. The main reason for the need to change the regulations concerning the containers’ scanning was the prohibitive costs.

For example, the cost of a single equipment set is of 8 million dollars. Or, worldwide, 2.100 similar sets might be needed, installed in 700 ports. The solution of scanning the containers was part of the set of measures to ensure a better safety, following to the 11/09/2001 events. Unfortunately, the testing projects for the containers’ scanning feasibility were not successful.

Therefore, although the postponing was not made public explicitly, the DOS’s organisms found alternatives to the solution of scanning all the containers. One of them would be tracking a strategic commerce corridor, which would leave aside 70 ports, notorious for smuggling, great volume of the containerized traffic, nuclear devices, together with the terrorist networks. Another option would be the current “10+2” programme, which sets that all receivers and transport operators should provide 12 kinds of information regarding the transported goods. It still remains a doubt whether these alternatives are aimed at replacing the 100% scanning, or these are the first steps to applying the 100% scanning worldwide.
