At the beginning 2010, the Government adopted three new ordinances in order to alter the road transport regulations. Only one of these escaped criticism from the transport companies. Firstly, the Government Ordinance 7/2010, aimed at altering and completing the road transport regime, is one of the bones of contention.

The main new element of is the ruling out of Special Transports Authorizations in case of the bulk cargoes. The Special Transports Authorizations are to be further used only for heavyweight transports by vehicles that exceed the maximum allowed weight standards and dimensions. However, the National Union of Road Hauliers from Romania has asked the authorities to rephrase some rules of the new regulation.

UNTRR asked for the ruling out of the second employee presence in the escorting vehicle’s crew, as not being legally necessary, and for a harmonized and objective calculation of the authorization costs and a uniform licensing of transportation on the same route. The second disputed regulation is the Government Ordinance 8/2010 amending and supplementing rules on usage and operating costs for the national roads in Romania. This new regulation was necessary in order to introduce the electronic vignette, but lawmakers thought of some other novelties, such as increases in penalties.

Thus, if a vehicle is caught on the roads without the vignette, the National Company for Highways and National Roads in Romania is entitled to compensation damages. This provision was not included in the text agreed by the Federation of Road Transport Operators, and its representatives announced that they would contest the new regulation.
